What I do is soak them in HOT water, then wash them with antibacterial soap and bake them for 30 minutes. I never had any problems with diseases or anything like that.
How much are you willing to spend?
You can look at LLLReptile cages or DIYcages, they have some fair priced cages, and from what I've heard they're both pretty good.
As for lighting, and misting system, you can look on Craigslist or eBay and get something used but in good, working...

I've had a couple reptiles including geckos, water dragons, anoles and iguanas, and every time I gave them crickets, a couple would drown in the water bowl.
I had a veiled a couple of years ago, and that's pretty much my only experience with chams. I had 2 little veileds and I was able to keep them alive for a couple years but they got old and died :(
The guy told me that the little guy is about 11 months. And he is kept in a 18"x13"x13", I think...
Okay, so I might be getting a Deremensis. I saw one and fell in love with the little guy, and also, the owner can't take care of it anymore, so he's giving me a really good deal.

They're kind of cheap, but I don't want to go buy a cheap cage, and then have it be a piece of crap and then have to spend another 80-100 bucks on another cage.

Hmmm I'm not sure if that's the best thing for a chameleon though, it doesn't look very ventilated, I think this one (http://www.exo-terra.com/en/products/screen_terrarium.php) would be better
