while it may not affect this particular situation, what is the basking temp? wattage is a good start, actual temperature would be better.
if one 5.0 on top isn't providing enought light, add a 2nd, instead of going with a 10.0. 5.0 + 5.0 is not the same as a 10.0
A UV guage would be best so you could confirm the amount of light present, but it seems most logical to me to stick with a 5.0
My home depot just redid the florescent lights aisle. They have 4' both t8 and t12 fixtures (with cord). for like $30

60 watt is probably a good place to start.
My thoughts are the cage you have may be ok with what you have for a juvenile, but you may want a larger full screen cage for adult.
