You can use anything you like as the base and cover it with plastic drop-cloth or even an old rain coat. Slope it towards the center and buy a $2 pvc drain opening, cut the hole to size and seal it with bathroom-grade silicone.
I would think that any hardwood is good, or any softwood for that matter. Pine, spruce, fir, (construction-grade lumber is usually one of the three 'S.P.F.') maple, oak, etc.
Seal it with good outdoor/waterproof sealer (urethane/varathane), give it a few weeks to get rid of fumes/solvents...
For a more mathematical description of UV transmittance you need to consider a few things.

You could try fitting a piece of pet screen or geotextile under the rocks but above the soil. That would stop them getting very far/remove the risk or soil ingestion.
