If he’s actively drinking when you do, I would add more mistings. And definitely try to get the humidity up at night when his enclosure temps are cooler

I hope you are able to turn their life around. They have a long road ahead to getting healthy again. Work on hydration too. They are likely pretty dehydrated as well as malnourished.
The high casque looks male to me as well. I guess I would be surprised, if it was a female, that it would producing eggs right now. I’m not sure their current state of health would allow much egg production
