Yeah that is definitely too hot. If it were me I would move the cage away from the window, and go to a lower wattage bulb. You will need to change your bulb to accommodate the higher and lower temps throughout the year. I would also avoid running the fan around him.
I would give him time...
I would definitely try the cup feeding to help him out a bit. Also, as far as waxworms go, they are high in fat and low in nutrients, and should be fed only as an occasional treat. Try superworms, and definitely butterworms. You can order some great feeders here:

I would keep the cup a little away from the basking spot, but if that is his favorite area to chill, just make sure the crix aren't too close, the heat can kill them.
Don't worry, it will happen. It's good she is drinking water...chams can go much longer without food than they can water. Just stick with it, put the cup where she can see it, try different spots, and soon enough she will surprise you!

The only advice I can give you is, if it is possible (weather permitting) get him outside for some natural sunlight. I wouldn't worry about him eating the plant, as it is non toxic, but the dirt can be an issue. I would get some large pond rocks (too big for your cham to eat)...
When it comes to cup feeding, it is really just a waiting game. It took several days (and lots of half way nervous breakdowns on my behalf) before any of my chams would eat from the cup. I observed where my chams preferred to bask, hang out, ect. and just moved their cups around to accommodate...
How long have you had him? If it has been a short time, it will take a bit to "warm up to you". There has to be trust there for him to want to feed out of your hand. As of now he may very well see you and your hand as a threat to him....just give it some time, try try again, and eventually it...
