Maybe try getting her into the shower, oftentimes the high humidity will stimulate them to drink. Pedialyte is good to offer when they do drink. Only time I've ever soaked chameleons was when they were egg bound....
She uses vaaaaa-seline :D! Bug Stop is a commercially available product that will out last most other home made ones, which have to be frequently applied to stay fresh.
Most likely it sounds like they are not fertile. Yellow spots are not good, sounds like mold is next. Don't throw them away though until they either mold or shrivel up. Here is an example of what fertile eggs will look like:

It's good to have the reflecting tape/foil along with a hood on the tubes, because it yields higher UVB output. I experimented with this this past weekend with the meter and it seemed to make the basking spot about 10microwatts higher with a 5.0 than previous measurements.
