    electrical ballast?

    Any fluorescent bulb and fixture needs a ballast to work. Most fixtures have the ballast build in, so if it doesn't have one, I would look for a different fixture.

    Have you tried getting some 80 grit sand paper and scuffing the bin before gluing? This should provide a better adhesion.
