Im not sure what you mean by bark. Palms dont have bark. Im guessing you mean the base of the frond that grows from the trunk. It probably has a name, but im not sure what it is. Are you in FL? Could you find out the palms species? If its a cabbage/ sabel palm, all parts are safe. I cant vouch...
Great Photos! Its a shame so few people work with Chamaeleo. There are ways to tell the difference. Some have spurs, some dont, size and length of the occipital lobes etc etc. Im no expert though. I think there may be a article on Dilepis on Chameleonnews.com.

If im not mistaken, veileds are found on Maui and I dont think there even finding them anymore. Also if you were to find a veiled, I dont think you would be allowed to keep it like a jackson.
I have had a veiled clutch hatch with a very similar eye problem. I think it was caused by me incubating them at to low of a temp. I hope yours do well. Hopefully someone can give you good advise. Goodluck!
