Sounds like he is mad. Have you tried putting a warmer basking bulb in? I know you said his basking is around 85 but adult males need 90-95 if I remember correctly
I would take him to an experienced reptile vet if possible. There could be a lot of causes for a sick Cham. But so far it may just be nutritional.
But there could be many other reasons. More opinions and information are needed. I'm relatively new to chameleon keeping myself.
Do you use calcium without D3?
Calcium with D3 should be used 2 times a month. Vitamins 1-2 times a month and calcium without D3 every feeding besides when you use the others.
I believe a t5 but I'll have to check.
Plants: spider plant (my veiled's favorite when she was a baby and main hiding spot), umbrella plant, Benjamin ficus and some vines.

Idk about some plants but the ones I've used have done great with reptison 5.0 uvb tubed bulbs.
Also you may want to use a screen cage for ventilation. Chameleons can get sick from poor ventilation.
