I'm going to exchange it tomorrow, they gave me the wrong length metal bulb housing for the enclosure I didn't even notice as I was fed up standing in a disorganized line of 10 people. I'm going to swap out the bulb as well for the weaker strength tomorrow.
I should add he went back to the vet today for his followup and she said his color is looking better and she suspects he may have some stuck shed in his eyes, she irrigated them as best as she can and said to really focus on keeping his humidity levels up in the enclosure, I usually hand mist...

So to confirm and be sure, you feel that a 13 watt thrive branded tropical reptile bulb will burn the chameleon (this bulb is used by one other person I know with a Jackson, and was also cleared by a reptile caretaker at Menagerie in Toronto.
Is this a vet who has Reptile certification? because it makes a massive difference. You need a reptile vet... If he told you outright "she probably won't recover" I don't think this vet knows their ass from a hole in the wall, he didn't even do any tests? Problem is with these guys.. they don't...
