I think organic soil should be fine, just make sure you cover it with rocks when it's in the enclosure to make sure that your chameleon won't eat the dirt.
Do you know how old he/she is? I think it is a female, just judging by the size of the Casque. She might also be egg-bound since she has a bit of a belly, but it's hard to tell. Hopefully, she will get a bigger enclosure soon!!
