As far as shipping goes I know you have to ship the eggs within a couple of days of them being laid. After that the embryo sets and if the eggs turn you can kill it.
When shipping babies you must wait 3 months. I'm sure not everyone waits that long but if you want to be known as a good breeder...
Even if you don't find a place I would stop paying rent.
That might not be the best advice. With the rat problem I'm sure they're not going to take you to court.

Honestly I would pack up and leave. I know it's easier said then done but if it's as bad as you're saying and the rats are chewing on your kids toys and all I'd tell the landlord, "See you in court". It's just a matter of when the rats get someone sick over there, not if.
