Its clearly a male pardalis...but as far as "locale", thats tough. I honestly see a lot of Ankaramy in him....I would say somewhere around there...and I have seen orange tented Anks before...just not that orange but the bone structure looks very Ank-like.

I normally use a little silicon. Use hot glue to hold it in place while the silicon dries. If you only use hot glue, over time water will make it gold.
