Chameleons are dry shedders, so water can make the stuck shed adhere more. If he’ll allow it, you could try a gentle wipe with a dry q tip. It looks loose enough that might work.
Poor baby doesn’t look so good. Much too thin and from the board on top, doubtful the baby has been getting any uvb and I doubt that any/many of its needs are being met. Very sad. :(
