Hey Craig if she doesnt dig for you today then i would get a lil worried and take her to the vet just be to be sure ,this way you know forsure if shes alright or not and its the best place she could ever be in but make sure its a vet that has delt with chameleons befor you take her in but again...
see your problem was changing the substrate, some chameleons just wont dig if its not suitable for them , and you need it to be alot deeper then 5 inches , no less then 10 inches is my rule, but try mixing sand with top soil, i find my female just loves it and i know every chameleons different...

yepp me to and i double up on lights to , just so they have that extra abit of light so the other 20 or so babies can bask under it to get there UVA/UVB but i also hatched 40 babies out at a time so i had to buy the other one no matter what
