There's nothing special about marketed grow bulbs. Any T5HO will work for you, as long as you get the right color temperature. You want a 6000k-6500k (Daytime) color-temp bulb for plant growth or 3000k-4000k (Warm White) to help blossom plants that fruit and flower.
The grow light shouldn't produce any UVB unless it specifically states it does, plants don't use UVB that I know of. Grow lights, to my knowledge, aren't anything but a 6500k color temperature producing light bulb marketed as such for easy identification. The Arcadia UVB are the same 6500k color...
UVB is a wavelength of light that is naturally produced by the sun. I'm pretty sure it is what is responsible for sunburn. Normal lightbulbs do not produce UVB wavelengths, special bulbs are required (such as the Arcadia bulbs.) The 6% and 12% refer to the amount of UVB produced.
