Would you recommend more plants or a 5.0?

Although There's a lot of plants at the top, I feel like this is too little planted for a 10.0, is it?

is there a negative effect with using a 10.0?

I see a lot of people on this site recommend the 5.0 Reptisun UVB bulb over the 10.0. Why is that?

I went back home and checked my Calcium which It does not have D3 in it which takes away the possibility of that cause. Also here's a pic of his eye, both of which look identical, and excuse the dark colors he's a bit stressed out because he can't see.
