It was a nice sunny day, so I'm guessing someone was sunning him and lost track of him. Also, the guy at the pet store said that two years ago on a different main road in Portland people were finding chams every day for about a month during summer. So who knows.

Yeah it was pretty cold that day, around 58 degrees when I found him. It got down into the 40s at night. So glad I saw him when I did otherwise he would have been TOAST.
