Chameleons aren't very active to begin with and can sit in place for hours especially when basking. Chams darken when basking also so you can't always go off of this. You have to know its background.
My male is almost two years old and always been on the slightly smaller side he weighed in at 106g last week. Each Cham is different and grows differently. As long as he is healthy and eating the amount he wants to in a day he's good

You may just be catching him during the times he is basking but they can bask for awhile and longer if the temps arnt kept correctly
It has been reported in the past but they said they fixed that the spiral bulbs can cause eye issues. If you try and change to a linear tube bulb it may help him.
