I know heating/basking bulbs/lamps, & UVB light is essential to Chameleons. But, are diurnal light bulbs necessary in addition to? Example, a ZooMed daylight blue light-bulb?

That type of bulb is used as a heat bulb. So as long as your using an appropriate heat bulb along side your correct T5HO fixture and 5.0 or 6% linear UVB bulb then you would have no reason to add an additional bulb of that type... Unless your adding LED options for plant growth.
