LMFAO i love the pic , i would call it a L braket plant hanger, you can buy them in the garden section of most hardware stores. people use them to hang plant like on porches and stuff
and agreed a shelf bracket would work as well

It dont swivel. I know ive seen them. Just a long screw with a hook on the end.

i would check out your local home depot and look around in the lagre hardware section, garden section and shelving and wall hanging area. im sure you will find what you are after
