The size of the cage is fine he'll grow into that fast. I would highly suggest a large live plant for that tho and not just those fake ones. Try getting an Umbrella Plant (Schefflera or Heptapleurum) to put in the middle, it will keep the humidity correct as well as give him something to drink...

Those cfl will not work for basking, you need a regular incandescent light bulb. 60w might be too much unless you can raise it up above the cage. Just make sure before you put the Cham in you take a temp reading and adjust hight or wattage to get the correct temp.
