People with veiled chameleon

hey guys i got 2 questions for a veteran veiled owners

1. Is a healthy v. chameleon always has a smooth bulging eyes like this http://www.biskitz4cheez.com/photogallery/Wildlife_and_Nature/veiled_chameleon.jpg

or can it be bulging and wrinkled at the same time like this

see how it's bulging but it has cocentric circles around the eye lids..
This is what happened to my cham..
he used to have a smooth bulging eyes but now his eyes are wrinkled like that.
(I am not sure whether he is sick or not.. none of his eating and drinking behavior has change).

2. Also, today i saw a rather unfortunate event at a tropical fish pet store.
The owner sell an adult veiled chameleon for 300 bucks.
But, it looked really old..
And I could not help but to see his wrinkled eyes.
His bottom eyelid was so wrinkly that it actually looked like a depressed old guy with a very large dark eyebag. Is it normal for an old chameleon to look like that?

he's very fat and i saw in his enclosure that there is no UVB light at all..
and they put substrate on their screen cage..

Does it even right to sell a chameleon in that condition?
I tried to take a picture.. but i chickened out.. if the store owner knows, he might be yelling at me..
It seemed like the chameleon needs help... but i am not sure at all whether the chameleon is in bad condition or he's just old and about to ... (you know).

What would you do in this situation?

i know what you mean , the skin on there eyes looks all wrinkly and old ahahah but i thinks it has to do with hydrating the cham , i think they are abit dehydrated and the first thing to notice on a cham being dehydrated is its eyes wrinkling up or the back hip bone is showing , so i think a shower or two a week should spruce up his water level and he should be fine also try extra misting and make sure your dripped drips for a good 15 mins they only get a tiny bit from the dripper but hope this helps yea out some
 
Notice how the chameleon in the first picture is looking all of the way to the right? This is extending the skin around the eye and making it appear completely smooth. In the second picture the eye is looking directly at the camera and so you can see the wrinkles around the eye.

A dehydrated chameleon's eyes will actually look like the whole eye and skin around the eye has sunk into the socket.. more like this:

That is a pretty extremely dehydrated chameleon and I am by no means saying that you should wait until your chameleon has gotten that far before you take action.

In a different post you said that you added reptisafe to your chameleons water bottle? Are you misting your chameleon several times a day for 5+ minutes at a time? Have you tried using a dripper as a water source?

yes. i mist him 3 times a day. and i spend about 8 minutes or more permisting.

I also use dripper when i am about to go to school.
and then i mist the cage again later when I get back.
yes i added reptisafe (dechlorinator, calcium, and electrolytes) in the drinking water only recently.
but calcium deposit start came out from his nostril the day after, so i cease using it.
and the problem stopped..

i am taking him to a specialist tomorrow (that's the only time he's available)
I am just scared that he will be in that condition like your picture by tomorrow (IF he turns out to be dehydrated. but if he's just shedding.. then, everything will b fine)
