Actually, for interstate sales and transporting violations, I believe the U.S. Fish and Wildlife Service (USFWS) would have jurisdiction. Also, the Lacey Act addresses many of the requirements for selling and transporting wildlife.
As an aside, most people don't realize that any container in which live animals are shipped must have an outer label indicating the species, the common name, and the number of specimens in the container. It's not sufficient to simply label it as containing live animals or live reptiles, etc.

To the OP: assuming you want to know how to report illegal sales of reptiles and amphibians, I'd start with USFWS. Also, here is a link with a good summary of the Lacey Act:
