Nope. Those are two species. Trioceros rudis and Trioceros sternfeldi. Trioceros sternfeldi lives in Tanzania, Trioceros rudis at very high mountain regions in Uganda. The animals which are sold as "rudis" are all sternfeldi, the misdeclaration is/was caused by the Tanzanian government. It's the same with Kinyongia fischeri. Nobody (except one person?) keeps them but everyone who has chameleons of this group (including matschiei, the very common multituberculata, vosselerei or ulugurensis) gets them as fischeri, because the Tanzanian authorities are not up to date with the nomenclature. Another example is Rhampholeon (R.) spinosus which is declared by the Tanzanian authorities as Bradypodion spinosum. And yes, all the Kinyongia species are too declared with their former genus Bradypodion.

Bradypodion fischeri / Kinyongia multituberculata, ulugurensis etc
Bradypodion spinosus / Rhampholeon (R.) spinosus
