Heating pads for humidity?

I was thinking that I could put a small heat mat under my screen cage and have damp paper towels in the bottom of the inside of the cage to create humidity. I am skeptical about my humidity for my panther after all of the work I have put into the terrarium. Currently I have a dripper, two live plants, and spray the cage every few hours. The humidity still says 25%-30%. Don't know if my hygrometer is whack or if I have it in the ideal place to read the humidity. I have heard about covering some of the sides with different things, but I don't want my cham to feel claustrophobic. Thanks.
 
I also have damp sponges in a plastic tupperware that has holes in the lid that rests in the bottom of the terrarium directly under the heat lamp.
 
You can go to Home Depot and get plexiglass, kinda cheap, and only cover half of the upper sides and leave the door full screen. Hot glue magnets to the corners of the plexiglass and use 4 others on the other side of the screen to hold it on.
