I think he performed a surgery on the chameleon (There is no other option, i guess. There is absolutely no vet in China that can handle chameleon).
Not that I CONDONE this behavior.. but, i think that's what he meant by that.
 
please be aware that not all country in the face of the earth has the privilege like US.
Some country does not have the luxury of exotic vets around to help you with your chameleon problem.
Again, please don't misunderstood me, I do not CONDONE such thing to be done.
But, be a bit more understanding with the feeling of the dilemma of watching your chameleon die slowly or do something about it with the best of your ability.

If he did not do it, the chameleon will die.
and if he did do it, there is a minuscule slight chances that it might survive.
I think sarcasm will not be that helpful for the chameleon sake.
