Basking for a baby 2 1/2 month old Nosy Be should be 85 - 90 degrees correct?

I was watching my Nosy Be Cal while he was basking and for some reason he opens his mouth like he is sucking up the heat. He also rocks on it. Why does this happen? Does any of your chams do this? Also I a branch about 4 inches away from the basking light, but its 85 - 86 in the section...
