UVB light and basking light

I just have a quick question. Since it is like 100 degrees out here in southern california and my cham cage is already 87 degrees with out any basking light on or uvb light. Are these lights require to be on since his temperature in his cage is already 87 dergees. thanks. I already mist his cage 3 times today and its still between 81-87 degrees with the a/c on. thanks
 
On warmer days, I turn off the basking light and leave the UVB on if inside. Florescents produce a pretty low amount of heat.

Make sure your ambient temp in the cage doesn't get too high and you should be fine.
