If you haven't found a vet...
This vet sees exotics in Winchester, VA. I googled it. I suggest giving them a call. It lists that they see exotics under the services tab, right next to hours.

I have never used them, as I live in TX, but figured I'd try to help you search for one.
This is the bulb everyone suggests to use with chameleons as a UV source, and the one jannb is referring to.

I would get your cham into the vet asap, it sounds like an infection to me. I had a cham develop a crust like that in her eye. Saline flush should help, but antibiotics may be needed. They should be able to tell you what is going on if that isn't the case.
