How long is too long outside in Texas

Hi I have a small screen cage that I have placed in a chair along side a bushy tree, in the shade. I am here in North Texas. Full grown male veiled....

I did this because I think my UVB is weak, I need to buy a gauge/new bulb.. Later today I will do that.

I Just want to be sure how long in the shade is enough but not too much.

Any help?
 
I keep him out for an hour or two, BUT he has access to shade, a dripper and i mist him every 5-10 minutes
 
I am not sure why he is acting like he is.. He is laying on the base of the plant, facing the 6500k grow bulb, not eating. Do you think he is acting like this becasue my UVB is weak?

Feeding - What are you feeding your cham? What amount? What is the schedule? How are you gut-loading your feeders?
Supplements - What brand and type of calcium and vitamin products are you dusting your feeders with and what is the schedule?
Watering - What kind of watering technique do you use? How often and how long to you mist? Do you see your chameleon drinking?
Fecal Description - Briefly note colors and consistency from recent droppings. Has this chameleon ever been tested for parasites?
History - Any previous information about your cham that might be useful to others when trying to help you.

Cage Info:
Cage Type - Describe your cage (Glass, Screen, Combo?) What are the dimensions?
Lighting - What brand, model, and types of lighting are you using? What is your daily lighting schedule?
Temperature - What temp range have you created (cage floor to basking spot)? Lowest overnight temp? How do you measure these temps?
Humidity - What are your humidity levels? How are you creating and maintaining these levels? What do you use to measure humidity?
Plants - Are you using live plants? If so, what kind?
Placement - Where is your cage located? Is it near any fans, air vents, or high traffic areas? At what height is the top of the cage relative to your room floor?
Location - Where are you geographically located?

Filling out the form would be helpful, as are pictures. (Copy and paste the form and fill it out in a reply. If you want to get really fancy, use a different color for the answers! :))

If it's not too hot during the day and not too cold at night and he can get shade whenever he wants, you can actually leave him out 24/7 in a sturdy, secured cage.
 
Chameleon Info:
Your Chameleon – Veiled male just over 1 year, we have had him since he was a baby Handling How often do you handle your chameleon? weekly
Feeding – We feed crickets, some worms as treats. He gets about 10 crickets every other day, Worms about once a week, feeders fed with greens/fruits and fluckers cricket food
Supplements – Brands of vitamins I do not remember, We got the info off the video provided by Tiki Tiki. We have what they recommend.. calcium w/out D3 every feeding, with D3 twice monthly, multi vitamins frequently, but not with calcium
Watering – We have a bottle dripper and a hand mister, Mist at least once a day, more on weekends and days I work from home, yes he drinks, I see him more often when we mist than the dripper.
Fecal Description – Droppings are white and brown and does them often. No testing for parasites.
History – He was born/hatched with only ½ of the ½ half of his left hand. So he sometimes has gripping trouble. Where the hand splits into two, one side of the left hand is only ½ length, no claws.
Cage Info:
Cage Type - Describe 4 ft x 2ft x 2ft screen?
Lighting – Exoterra hood with two light bulb places one a reg bulb one a exoterra 5.0 also a long 6500k bulb running vertical behind the cage for the plants health
Temperature – Not sure of temps exactly, 70 lowest over night temp during winter
Humidity – Not sure of the humidity exactly, we maintain humidity by lots of real plants and the misting/dripper.
Plants –Pothos, umbrella plant and ficus tree
Placement – Cage is in my bedroom, ceiling fan is on when I am in there, otherwise not fans. A/C vent away, cage top is about 8 ft up. I have to use a stool to reach the top of the cage.
Location – We live in TEXAS North of Dallas almost to the OK border.

Current Problem – He is hanging out on the bottom of the cage, near the 6500k, not liking to climb, not using his left arm, the one without a whole hand. I am thinking he fell and hurt his arm. No signs of a break, but he is still not using it. I will put him into his basking spot, later he is hanging upside down from his good hand and one leg, later he is on the bottom of the cage. He ate worms last night, yesterday I added 6 crickets, they are gone, hope he ate them and they did not escape.
